The Federal Reserve is planning to alter the Volcker Rule in an effort to ease banking rules to boost lending and economic growth. The new rules are expected to cut compliance costs, but will not mark the return of bank proprietary trading. On the economic calendar today we have the ADP Employment report at 8:15 am ET, GDP and International Trade in Goods, Retail Inventories, Wholesale inventories at 8:30 AM ET, The Redbook at 8:55 am ET and the FOMC will release its Beige Book report at 2:00pm ET.

Political issues in Spain & Italy are creating a bearish economic tone this morning. In Fed Speak - St. Louis Federal Reserve Bank President James Bullard spoke this morning on the U.S. economy and monetary policy in Minato-ku, Tokyo. On the economic calendar today we have the Consumer Confidence report at 10:00 and the Dallas Fed manufacturing survey at 10:30am ET.

Equity markets –

S&P futures are trading lower this morning, (-0.52%)

Asian markets were lower overnight.

Cleveland Fed President Loretta Mester was speaking earlier today in Frakfurt Germany and said that the U.S. economy is nearing the FOMC's two goals in her comments on “ A practical Viewpoint on Financial System Resiliency and Monetary Policy’ But she didn’t really address the Fed's current policy path. She added the outlook is “one of the most favorable analysts have seen in a long time.” Fed Governor Lael Brainard will be speaking today at 9:15 a.m. Also, the Dallas Fed president Robert Kaplan is schedule to give a speech today at 9:15.
